Overview

One item list for tendering, billing and cost control

Ask three contractors to quote from drawings alone and you will usually get three figures that cannot be compared: one has left out waterproofing, one has assumed cheaper tiles, and one has priced the plaster by a different method. A bill of quantities (BOQ) solves this by listing every item of work with a clear description, unit and quantity, so all bidders price exactly the same scope.

We prepare the BOQ from your final architectural, structural and services drawings. Quantities are taken off item by item, covering earthwork, concrete, steel, masonry, plaster, flooring, doors and windows, waterproofing, painting, electrical and plumbing, and any external works. Each item carries a description that states the material, specification and method of measurement, so there is no room for different interpretations later.

We can add estimated rates based on current market conditions and your specifications, giving you an item-wise cost to compare bids against. Once quotes come in, we prepare a comparative statement that sets the bids side by side and highlights unusually high or low rates and missing items.

During construction, the BOQ becomes the basis for measuring work done and checking running bills. Variations are easier to manage because every change can be priced against an agreed item. For larger projects, or any build where you are appointing a contractor on an item-rate basis, a BOQ is one of the most practical cost controls available.

Questions about detailed boq

A BOQ is prepared once drawings are final or close to final, including structural and services drawings. Preparing it earlier means quantities will change as the design develops. Most owners get a preliminary estimate first for budgeting, then a BOQ just before inviting contractor quotes.
A preliminary estimate gives a budget from areas and specifications, broken into broad heads and stages. A BOQ lists every individual item of work with its measured quantity and specification. The estimate helps you decide what to build; the BOQ helps you buy the construction from a contractor and control cost while it is built.
Yes. For interiors, the BOQ covers items such as false ceiling, partitions, flooring, joinery, painting, electrical and plumbing changes, based on the interior drawings. For renovation, we also include dismantling and making good. Clear item descriptions are especially useful here because scope is often less defined than in new construction.
Yes. When the contract is on an item-rate basis, each running bill can be checked by measuring work done against BOQ items and agreed rates. Extra items and changes are priced separately as variations. This makes payments transparent and reduces disputes about what was included in the original price.
